Carried out bidding procedures for the recruitment of technical assistance; participated in the evaluation process and provided technical assistance in accordance with World Bank rules and regulations. Assisted in the high priority projects of Ministry of Health (Turn-Key Hospital Structuring of 5 Hospitals) in the field of supervision, preparation, design and implementation. Took role in project preparation, coordination and implementation of Primary Health Care Services Project, co-financed by the World Bank in two pilot provinces. The Primary Health Care Services Project's major aims was to; develop a pilot Primary Health Care system based on the "Family Physician" (training of Family Physicians, General Practitioners and in-service training) and an effective "Referral System" supported by improved infrastructure, (upgrading, renovations, procurement of medical equipment, furniture and PHCS Information Systems). In addition to these; to evaluate the developed system for nationwide replication, to develop capacity for health economic analysis within the Ministry of Health.

    Also assisted in the direction of the studies on Health Financing Policies, General Health Insurance Scheme, Self-governing State Hospitals, Reorganization and Decentralization of the MOH organization, strategy development and implementation of a comprehensive Health Information Systems Program. Tasks include the preparation of the legislation on Health Financing Institution (establishment of General Health Insurance System in Turkey); Health Enterprises Law (self governing state hospitals), and a new Ministry of Health Organization Law; overseeing the preparation of reform legislation on Primary Care (Family Physicians System).

    Tasks also include representing the Ministry of Health in the Social Security Reform Committee, contributing to the development of a Social Insurance Policy framework in parallel to the Health Reform policies. Participated in the committee established to conduct the study named "Workload Indicators for Staffing Needs" which is used to determine the optimum staffing need of health service providers.

    Took role in the preparation and analysis stages of the "Health Economics Analysis" study that aimed to help in the assessment of the health sector’s financial need and also in establishing the data that will be the basis for the efficient use of resources.

    Carried out researches on public and private health insurance schemes, took role in the preparation stage of "National Health Accounts Study" which meets OECD Health Accounts System standards and in addition, it provides a detailed source-in-use matrix in regards to health expenditures and allows monitoring fund flows. Also contributed in the preparation of "National Burden of Disease and Cost-Effectiveness Study" of which objective were to determine losses from premature mortality in addition to loss of healthy life arising from disability regarding health interventions. Initiated preparation studies collaboration with World Bank-Economic Development Institute for the design and implementation of Regional Flagship Course on Health Sector Reform and Sustainable Financing to be held in Turkey comprising participants from other countries within the region.

    Assisting the PCU and Ministry of Health on the development of financial systems to support decentralized state hospitals as part of the health reform package; developing a general ledger and basic financial accounting systems for hospitals, a cost accounting system, a system for preparing, monitoring and controlling budgets, appropriate financial reporting to the management executive for monitoring financial performance against targets, a business information system to support business planning and the formulation of strategic financial direction. Participated in the studies of developing laws and regulations regarding the financial management systems of state hospitals to be converted into health enterprises.
